in the scott catalog the subject stamp displays a 116a
the 116a is with center inverted.well the stamp I have
here shows the center well out of alignment.
my subject stamp is not inverted ,therefore it is not
the scott #116a version.

note-of the three stamps in the photo attachment,
the subject stamp is the stamp to the far right.

any ideas regarding this stamp?

As you correctly write, out of centre and alignment and nothing more significant, I'm afraid. The printing process was seldom perfect in those days. If you are buying valuable old stamps, off-centre (out of alignment, as it were) can help to reduce the price. Unfortunately, if you are selling it can also have the same effect!

I collect Iceland, and their stamps often had very poor alignment. Here are some examples of Iceland stamps hopelessly off-centre. They will retail for about 30% discount on catalogue or dealer value.

no tim h. I am not trying to sell the subject stamp..the actual photo-portrait in the center of my subject stamp is well off track..

may I ask the community if they have seen anything like this?

Again down to the printing process I'm afraid. The frame and portrait were printed in separate actions. If a sheet was inserted into the press with incorrect alignment, this is what you get.

Do you realise you have 2 different stamps there? (Sc#126 and Sc#131)

You are comparing 2 different stamps.

What you point to is "mis -registration" of the 2 passes of the print.
Very common to your degree.

Here is one that is badly mis-registered.

In auction catalogues, you will read........
"Center Misplaced: usually the result of faulty registration during multi-color printing"
