Agreed that they are philatelic fantasies, created in the era when everyone wanted to acquire all the narcotic provisionals. Neither one of these bears a handstamp that matches a genuinely used narcotic provisional, thus the reason to cast great doubt on their authenticity. The regulations required cancellation with user identification and a date.
The best case scenario was that stamp collectors were offering the ones found locally (made in my basement) for the ones that other collectors were finding in their locality (made in their basement). I have seen stamp collector correspondence stating exactly that (without reference to their basement!).
Not to nitpick, but those are actually the two different types of the Ayers Y, so they are not the same stamp. However this does not change your point, which is that the trash shown above has no place in any auction.
