@rod222 Thanks for the info and the link. Most images appear to be broken on that site, otherwise it looks like a great resource. I'm curious to find out if the "9" or "6" digits on the 4/5 cent stamps are cancels or something else…

These are rolled tobacco (i.e., cigarette) tax stamps for Jiangsu Province.

The black overprint indicates Songqing District and the month/years (1925, you have September for top stamps and August for bottom stamp). I don't believe this district name exists anymore, and don't know the history to be able to tell you what the current name/area would be called today.

I believe the handstamped numbers are "999", but I guess it could be "666". I'm not sure what it is, as I don't collect revenues, but I would guess it belongs to some inspector/clerk.
