I don't know where some buyers especially from other countries get the impression that shipping charges include or will pay for custom charges that they are responsible for. I have someone who bought something from me who is threatening to return the items that they bought from me unless I pay their custom charges for them. I never mentioned anywhere that the shipping charges and total would include custom charges. Would paypal and ebay take their side in such an issue? This has never before happened to me with other buyers since they have paid their own custom charges. Is this a new trend now where buyers expect the seller to cover custom charges for them? If I have to pay customs for this customer, I will end up losing money on the sale which is already costing me with paypal and ebay charges. It seems that the little guy can't win these days with so many hands and expenses in the cost of doing business. (I am not like the Global Shipping Program where I can calculate and charge this ahead of time to customers.)

It's plainly up to a buyer to determine whether an imported item attracts a tariff. If your buyer wishes to return the items, it's possible that the postage will cost him/her more than the duty in any case. What was the material? |

Many sellers have a note that customs are not included in shipping. Here in Canada we don't pay custom fees, depending on the province like exemple here in Quebec we pay the 5% fed taxe and the 9.995 % provincial taxe on stuff coming from other countries. Canada Post add a fees to collect the taxes it's $ 9.99 . UPS and Fedex add brookers fees , a very abusive one. Here the thing ; ebay Global Shipping, charge the buyers the taxes, it's include in the shipping , that's may confuse peoples ..... |

When I've bought items from US Amazon, they've occasionally retained a further amount to cover possible UK customs fees. I don't think the average small package of stamps would attract UK customs interest. Something with a high value on a customs declaration might make eyes light up, I suppose, although the post office often doesn't ask me to fill one in for outgoing material if it's simply a slim envelope. |

I have this kind of problem with a computer stuff sale on a forum not ebay , the guy return the stuff, well he put a phone directory in the box with tracking , paypal refund him only the parts, so the guy pay both way shipping, then he charge back his credit card, Paypal dispute the charge back and win, but they refund me only a partial part , they keep the rest as dispute fees. 4 years ago, I never sell anything anymore. |

ebay says: Customs and import charges: In the description section of your listing, clearly indicate that responsibility for any customs or import duties is with the buyer. I have found that ebay is supportive of the seller in these disputes. I had a customer refuse to accept delivery because he didn't want to pay customs. ebay said if Customs returned the item to me I could refund his $ or not as I chose. They said "refusing delivery" was not a valid reason and the customer cannot claim "item not received". In your case the buyer has apparently accepted delivery and I doubt ebay would uphold a return request especially if you have been corresponding through the ebay messaging system. |

I had a buyer leave negative feedback because he was charged customs fees when he received his purchases from me. He said I should have sent them in a plain envelope, rather than a photo mailer. Since he had bough full sheets from me, and not just a single stamp, this was not really an option. When I brought it to the post office, they required a customs declaration form, since it was considered a parcel. I reported him to e-bay, but they didn't do a thing. |

We give way to much of our money to customs USPS and others. I'm even scare to thing to look at how much I pay in shipping . |

True, but that shouldn't be on the seller. The seller doesn't get a cut of the customs fees. |

It's obvious the buyer should pay . I just make a remark because a huge part of my money go on the shipping. I don't even complain about the shipping price. It's just when you add those little. $ 2 . it make a lot at the end |

A side note. A real seller with a register business will put the shipping in expense.so less money to return to the government.agencies |
