To provide a variety of stamps for Christmas mail, the same design was printed in seven different colour combinations within the sheet, the different colours arranged to produce a "cross" effect within each quarter sheet. A bill before Parliament in July 1974 proposed that the basic letter rate be increased from 7c to 9c. In preparation for this change the considerable existing stock of 8c Opal stamps was surcharged 9c to provide stocks of the base rate stamp pending fresh printings of the 9c Rhodonite definitive. Stocks of the surcharged stamp was distributed to post offices in readiness for the rate increase. Subsequently, the rate was raised to 10c in the September Budget, and the surcharged stamps became redundant. However, a major theft at a post office had included a large quantity of the surcharged stamps, and rather than allow these stolen stamps to achieve an artificial rarity, it was decided that the surcharged stamps would be issued.

Stamps issued from 1966 to the present are relatively easy to get with the exception of a rare few. Australia has always issued some very colourful and unusual stamps.
