The image optimizer screen has changed. There is no indication when an image has been edited and 'saved' that it is saved or where it was saved to. I select the green arrow once changes have been saved but it goes nowhere.

In the new Optimizer, select your image, the size should show on the page,
your target lies below 200Kb.
If it shows larger, type in a new percentage say it is 80% type in 55%
do this until your target is reached.

Then click save button, your image will nw have a down arrow.
click that and it saves the new optimised image to your folder.

Good Luck.

It never finishes the save. I have used the old optimizer many times. I have followed the step laid out in the post exactly. The size is under 200 and is shown in green. I select apply to all (just one photo) then save. The green arrow appears in the thumbnail. I select it and sticks me in a never-ending loop. It never saves to my computer but continues to try.

The thumbnail of the screen seems to indicate otherwise. So what next?

First I tried one image. Then started over and tried 3. Then tried one again thinking I'd have to do it three times. Each time it gets stuck in a never save loop.

Yes, Edge will not work. Microsoft ditched IE because it was terrible, and released an even worse browser. The user agent your browser is sending says you're using Edge.
