2 Cent Washington Identification Help

Help identifying this 2 cent stamp? Aquire old stamp books, albums from a family collector and this one is one 2 cent in the book that I can't identify. 423, 388 ? Any help would be appreciated.

To use this stamp as a learning experience for you, what characteristics lead you to conclude it is a 423 (or maybe more precisely 423E) or 388, both of which are fairly rare perf 10x12 varieties?

Yes, I am counting the perforations. I am just a mom who has collected as a hobby throughout my childhood now passing along to my children. No, I do not have a measuring tool and that is why I am asking for opinions. Any and all help is appreciated.

Well, it isn't 423, which is dollar-denominated. And 388 is a 2 cent stamp but not of this design. No need of any tools other than a catalog to rule those two out. From there you need to determine the perforation and watermark (if present). You will also need to determine the printing method - flat engraving, rotary engraving, or offset.
