Vignette noted as "effigie"
Colour: "reseda" which is type of olive green.

Rod's got it, I think. In any case, it is a revenue (or part of one). Anyone have the MEPSI revenue catalog?

The bottom part of the stamp is called the "Talon". It was detached as a receipt when used although many can be found intact.

The stamps were shipped from Mexico City and overprinted at the intended town as a control measure against theft on the road.

It's "D. F." Distrito Federal. They have a federal area that's not a part of any state, just like the District of Columbia in the US. So this covered Mexico City and its environs.

Indeed, that's Hidalgo.

Thanks for the info, everyone! The most pressing question is it's worth. This was found in a book I was digitizing for a library. If it's anything of value, I'm sure they'd like to sell it to raise funds. A ballpark figure would work.
