I really have no idea what these stamps are. I believe they are Russian and am guessing early 20th century. May have something to do with immigration papers. I'd appreciate any leads.
Just a guess that they're general issues; "gerbovaya marka" (I think that's it) is on a lot of Russian revenues without any other inscription other than the value. There are specific consular fee and passport stamps clearly inscribed, so these aren't those, at least.
