The stamps were obviously used to pay tax on photographs. Any of several revenue stamps intended for other purposes could be used; there was no specific stamp for photos only.
The amount here is odd, I think, unless there is a shadow of a missing (1c) stamp next to these. I think the proper rates were 2c, 3c, 5c depending on the cost of the photo.
The tax was repealed sometime in 1866 so your photo dates from before that.
