I also want to mention to you that it is not very common for a seller to get a cert to sell the China stamp in practice, because it does not add too much value to the stamp. This is different from stamps of other countries. The reason is:
1. Most of the buyers of China stamps are from China/Asia. They do not have much idea about the certificate since there is no tradition in China to get a cert (probably that is why there is no such service in China). They would rather buy it from a big auction firm with good reputation.
2. A big auction firm will sell the stamp with a higher price usually.
3. The cost of the cert is pretty high. BPA charges at least 2% of the catalog price. But as you know, many stamps are sold at 20% of the catalog price, 2% of the catalog will equivalent to 10% of the stamp value. For a cheaper stamp, you need to pay 40GBP, which is very high.

Also, in the case of APS and a couple of other philatelic organizations I'm familiar with, no matter where the actual expertizer is (if not in house), you still send the material to the organization's designated address for submissions.

There was another thread floating around that stated that BPA can take up to 2 years to issue a certificate. May be a good idea to get some confirmation; before sending them a stamp; about how long it will take. For me personally, three months is the maximum acceptable time length to do a review.

That was for a specific, very difficult to expertize stamp. I would expect that the BPA's average turn-around time is MUCH faster than that.
