Initial I thought that this is some kind of Registered Mail seal, but that doesn't make sense because the cover was sent fro Czechoslovakia.

The 2nd guess is that is some kind of censure label...

Letters with these labels have been checked for A) Tax reasons/interests or B) Economical reasons. They can be found on covers(and telegrams) They were not used for political or military reasons. They can be found on letters going out of Germany or letters from abroad coming into Germany at that time.

So the letter was opened to check the contens and closed with this seal which states the official ruling under which this happened.

Thanks, Rod. I like unusual stamps, covers and postal cards... for example, this one could be a good decoration for the binder of your Steiner pages with Turkey collection ! ;)
