Is This Forged Philippine Stamp?

On one hand:

It is not on the forgeries site:

Scott said something that I didn't understand, about retouch:
"Original state: The medallion is surrounded
by a heavy line of color of nearly even thick·
ness, touching the line below "Fdipmas": the
opening in the hair above the temple is narrow
and pointed.
1st retouch: The line around the medallion Is
thin. except at the upper right. and does not
touch the horizontal line above 11: the opening
in the hair is slightly wider and rounded: t.he
lock of hair above the forehead is shaped like
a broad ·v· and ends in a point; there is a faint
white line below it, which is not found on the
original. The shape of the hair and the width of
the white line vary.
2nd retouch: The lock of hair is less pointed:
the white line is much broader."

On the other hand:

I found it in a filler-like pack of stamps.

Scott/SG/Stampworld evaluate a used copy at 6$/30$/30$

So? Real or fake?

Hi : error on my part;It looks like original state ;quiet real to me.
some examples of the original state and 1st retouch


original state as in your stamp


original state (note the even oval except upper right :line and V hair lock on the forehead)
this looks like a 1st retouch forgery,,below

What are these retouches? Different batches of the same catalog numbered stamp?

The retouches are minor changes to the plate from which the stamp is printed, made by an engraver. Catalogues assign these stamps with numbers as varieties of the original state if the issue.
