Probably from Boston, which used a wide variety of different negative number cancels in the 1870s. The general view is that the numbers helped to identify individual postal clerks responsible for processing mail, or at a minimum to identify a particular cancelling device for when it started showing signs of wear or other performance problems.
Definitely from Boston. These were used from 1878-1882 or so. I have a small collection of them, they're kind of cool and come in a bunch of different varieties.
