I don't really know much about covers; it's not what I collect, but I found this on the inside cover of a Scott National Album. Is it anything special?

Well, it was to the person who mounted it for sure.

Nice group of stamps with the Honorable discharge emblem (940), resenting representing the then current armed forces, Army (934), Navy (935, Marine Corp(929), and the Coast Guard(936), along the Liberty ship issue (939).

Hi Littlephil! And I sure hope no one is resenting the then current Armed Forces! Did you mean representing?

The ebay listing Don linked to is asking too much for it. Checking sold listings, the most recent sold lots were for $15.50 and $27.44, and one is open for bids right now at $4.71:

http://www.ebay.com/itm/US-FDC-940-...AOSw4bBZils9

On the other hand, Bill Langs will happily sell you one for $750:

http://www.ebay.com/itm/940-ON-RARE...AOSwB-1YnSuk

Or, he'll sell you one for $250:

http://www.ebay.com/itm/929-934-936...AOSwEetWAByo

This illustrates three things about Langs. First, he asks way too much (that first one is about 60 times a reasonable valuation, probably the worst I've ever seen from him). Second, he often has multiple copies of the same thing offered at widely disparate values, which doesn't say much about his knowledge of the market. Third, he asks too much for everything, but especially for relatively common items. He will accept offers, and I've made offers for a few things that were not common, and not available anywhere else that I could find. But I pity the person who doesn't know what they are doing buying anything from him.

My guess is he is hoping to find that one person who wants it and will pay his price for it. I see a lot of material from many sellers on ebay priced this way.

It seems Langs really puts the "gain" in "bargain."

All the same, it is an attractive cover. Even though I don't collect them, maybe I'll move it to the inside cover of my national album. It was striking to see it there when I opened the album it is currently housed in.

It is an attractive cover all right. It was designed by Dorothy Knapp, a very popular WWII cachet artist. I have a copy, and though I don't remember what I paid for it, it was probably around $25.
