I came across this in a messy collection of US stamps. I'm guessing it's WWII era based off of the rest of what was in the box. What is this stamp? Obviously, it's the seal of the Navy Department, but when was it made and what was its purpose?

This is a package seal, used by the Navy Department in the 1920s and 1930s on the back of registered mail.

It is similar to the bank seals shown below.

Other departments used similar seals as well.
