Hello I'm not sure if it's a revenue cancellation or a coincidental postal one. I see 2 T's, one darkened and the other hollow. Other revenue stamps of that time didn't use an overprinted "T".
It is part of slogan in cancellation mark for a weekly news paper "tedenska tribuna". Just google it and see picture od that design. It was used in city of Ljubljana.
