Hi, I have a series of stamps with different views of Paris, and the word "Paris" at top or bottom, but no face value. Are these postage stamps, or just promotional of some sort?

These were sold by souvenir sellers, I believe. Each set (forget how many different) had each stamp in a different color, but each design came in any of the possible colors used.
