It's not tiny, but my smallest cover is this one from the German inflation period, mailed from Nordenburg, East Prussia (now Krylovo, Russia) to Lodi, California, on 7 May 1923.

I collect small covers and could not pass up this tiny 2.5" x 1.5" US postcard. (Illegal and I assume a favor/handback usage.)

Local British India covers can be small and very fragile.It is a miracle that they still survive today.I suppose each collector preserves them for the future.They are hand made envelopes.
This one dates from 1865.
