This ebay listing appears to me to be incorrectly listed as a Sc #7. It appears to me to be a Sc #9 and positions 85-87L1L. Am I wrong here?

Yes, you are exactly right. Ty IV, #9.

86L is easy to plate, with that large diagonal rust mark going through the O of ONE.
