Just a couple of Norge Overprints. I believe both are both are 1940/1941.
The "V" overprint represents Victory.
Not sure about the "25" overprint other than a change in stamp use value.

Thanks perf12, I had read somewhere that the V stood or Victory for the occupied areas.

"V" is the first letter in the german word "Verlierer" ,"loser" in
English.! (White overprints exist)

The Germans also used a "V for Victory" slogan. Victory for Germany, that is. The "V" overprinted Norwegian definitives were issued in August 1941.

The surcharged stamp was issued in 1949. The postage rate charts that I have are rather confusing, but it does seem that some 20 ore rates were increased to 25 ore around that time and they may have had a shortage of stamps at the latter rate and a surplus at the former rate.
