floortrader is correct on the particular stamp shown. It is fairly common (though I don't own one), and the small crescent is a simple inking anomaly found on many, many stamps.
The link provided by perf12 is a site offering various items for sale. It is easily seen that this site has extreme examples of inverted, doubled, and severely shifted overprints, not a simple one like the OP has shown.
