Scott O15 thru O24 See also O96 thru O103. There is also a Special Printing of the Departmental stamps. They should be listed after all of the soft paper War.

OK so now I am confused....
O17 Design is a 3 cent vermilion Franklin, mine is a Washington!
am I missing something?

I do not collect these, but I thought all 1 cent designs show Franklin, all 3 cent designs are Washington?

The Interior Department set and all but the Post Office sets all follow the regular 1870 issue, Franklin in the 1 cent, Jackson on the 2 cent, Washington on the 3 cent, Lincoln on the 6, Stanton on the 7, Jefferson on the 10, Clay on the 12, Webster on 15, Scott on the 24, Hamilton on the 30, and Perry on the 90.

Not all departments have all values. Interior had no use for the 7 cent stamp.

Got it!

I checked ebay and one seller had the whole set so they all have the same colour but the portraits follow the values of the regular postage stamps of that era.

You can find some interesting uses on Interior stamps, like this
O18 6 cent used from the Otoe Indian Agency in Nebraska.
