Hi,

Could someone help me understand the franking here of this October 1909 wrapper to Germany, totaling 7¢. I have Tony W's book but I am not sure where to even look.

I've attached a scan of the back and as can be sen there is nothing here.
I think what we have is the printed matters rate overseas at 1¢ per 2oz, so at 7¢, I would think we are dealing with a relatively heavy iteml weighing in at around 14oz.

On page 85 of Tony W's book he illustrates a cover with 7c postage from the same time period addressed to Belgium. His caption calls it a 7c rate for under 14 ounces. I would think your cover is in the same category.
