To my knowledge, Doctor Blades are only used in Gravure and Web/Rotary printing and not the Flat printing process, as ink is laid across the gravure cylinder with the doctor blade (see illustration below) wiping away excess ink from the print cylinder.

You may be confusing the term Doctor Blade with Ductor Roller (in this illustration the Anilox Roller) in this process.
Ink application in flatbed printing is totally different methodology. Ink is transferred from an ink plate to an inking cylinder roller. This ink roller then rolls ink directly over the printing plate.
