any views welcome, seems to have inking to perf areas and frame flaw around ornament after queensland,

It is very hard to see for some reason, but could it be just bad plate wiping?

I am no expert on Queensland,
however your observations, are quite common for this stamp,
from examples in my collection.

Looks like a nice mint stamp example.

This stamp was printed in 1895, and is common, the off-centred condition is normal for this particular issue, and many varieties exist.
