I have a 2 cent Washington stamp and it has a red line on the bottom edge of the stamp. Is this considered a "Red Line" error Washington stamp even though the red line is on the bottom?

Red line is not an error. Common. This is a scam going on ebay.

Green line too.

Okay thanks, I did find it odd that people were trying to sell the "Red Line" stamp for up to $1000, while the same stamp also with a red line had sold for just $1.00 weeks before

No, red lines are not errors. You do not have a "red line" stamp, which is a common part of stamp plate production and is a scam as noted above.
Rather, your stamp is perforated poorly enough such that it shows the top of the stamp below it.
Value is very minimal.

Welcome baconj,
I am quoting your post since it contains a key aspect of ebay, sellers can ASK anything for an item but looking closely at items which SOLD often reveals a more accurate picture.

You even have to be careful about drawing firm conclusions with SOLD listings since shill bidding and other notorious practices can skew these results too.
