Looks like some kind of trading stamp. Trading stamps were given out by grocery stores and gas stations .Make a purchase and gets some stamps to save up over time and get a gift . Could also be a ration stamp from any one of a number of countries .

The numbering suggests that this may be a dues, or fee paid item.
