I'm not sure if it's an error, or just a printing problem.... the placement of "Palacio de la Reforma" (lower center) is higher in one, and lower in the other. Any further information on this would be of great help!
Jake. The stamp is printed in 2 passes, 1 Blue ink, the other Black ink. The marriage between the two prints, is referred to as the register, As you can see, in the second stamp, the paper was just a tad off (high), with the vignette printing slightly lower. Quite common in bi coloured stamps.

In 1902 Bi colored stamps like these where printed in two different plates, a frame and a center, perfect registration was not always achieved. If you search, you can find the Palacio high, low, right and left.
