After my children were born, I put a little money away each month for their college educations in the form of US Savings Bonds. Most of the bonds were delivered under penalty envelopes. However, there were a few that were delivered using Official postal stationary. I saved these.

Lets see some other modern Official stamps and stationery that were commercially used during their rate periods.

Thanks Stampman2002. The $1 value used in 2017 definitely stands out from the group. I can't imagine it is a legitimate use. Do you know the story behind it?

I don't really collect modern used US officials, but I do have these in my "box of many things" for stamps.

Since it was sent to a stamp club, I would tend to agree that it is philatelic. Official mail after 2009 usually used meters as well.

Experienced stamps need a home too. I'd rather have an example that is imperfect than no example.

To answer everyone's questions about the cover from the U.S. Fish and Wildlife service, it was sent as shown. The enclosed letter explained that the Eastern Shore office was looking for anyone who wanted to show their duck stamp collection with the USF&WS exhibit. It arrived in my mailbox as seen. I wish that the Richmond processing center had used a cancel which included the usual spray-on wavy line so that the stamp was tied to the cover, though.

Thanks for the additional information Stampman2002. I was curious if there was an additional item in the envelope that increased the weight. Since you were the original recipient, you were able to confirm that it did not.

I suspect that the office has a stock of stamps that they used to overpay the postage. Being a government agency, I would think they would have to account for such expenditures throughout the year. But in reality, I don't think that is happening.

Given that the official stamps are no longer in use, it may simply be a case of having to exhaust existing supplies, even when the actual rate doesn't match the postage paid.
