Looks like a package ( customs ) slip to me. It gives the info as to how much the import charges are,

It looks like a combined parcel post label and customs declaration specifically for parcel post to the USA.

It is not unusual if that is what you mean. I have seen these things with just one stamp or with several - just depends on what is available at the time

I love the contents! As far as I can read, the parcel consisted of a 'box' weighing 2,3 kg simply containing 'kjeks', meaning biscuits! The shipping cost of almost 10 kroner was a significant amount at that time (26 March 1957?) - so it seems to me someone was desperate for biscuits from Notodden ! . Maybe homemade biscuits sent from a mother (Anna) to her daughter (Inga)?

Interestingly, the parcel note was first postmarked upon departure Notodden (26?) and then at customs office in Oslo (27?).

(Btw - Tim is correct, 'Tollangivelse' is a custom declaration)

Nice background Jon.
I recall a time when biscuits were, well , a luxury.
They came in a steel tin about a foot square.
My mum used to send me to the shop for 6 pennies worth of "broken biscuits" That's all we could afford.
