Interesting USSR Cover With Insert To The White House

I just purchased a collection that came with 100+ Worldwide covers. This was in there and still had the correspondence inside. Appears to be a protest letter to the white house about an American Indian activist that is in prison for killing two FBI agents back in the 70s. No readable date but the large stamp is 1985.

I wonder how the letter got out of the White House? Technically it
is Govt.Property and should be in the National Archives;but I guess White house mail can be dispersed by
President if he chooses so..? Someone may know..

Unless there is something on the reverse side .....I see no bar coding, no other automation or processing marks, correction of a zip code, etc. I doubt this ever got as far as the US Postal Service, let alone to the White House.

Yes, I doubt if President Reagan accepted a lot of unsolicited mail from the Lenin Komsomol.
