If you measure the perfs on the side, you'll see that they're 10 1/2, not 11. Scott 632.

Scott 'rounds off' perf dimensions, it is considered 11. To verify, use a "perf 11 only" stamp as comparison.

Most US commemoratives are perf 11x10½, if you do not have a catalog you can use Stamp Smarter website. It has a number of ways to lookup any US stamp; here is the 'Pop-Up' stamp identifier (located at bottom of every page).

the perfs on both sides seem to match up exactly with a scott 741

And 741 is perf 11 ... as reported in the Scott Catalogue.
You should also be aware that Scott perf measurements can sometimes be a bit inconsistent. Take the Legends of Hollywood series. All of the issues thru E.G. Robinson have water-activated gum. All but the last two of these (James Cagney and E.G. Robinson) are reported as perf 11.1. The last two are listed as perf 11. A careful measurement with a modern perf gauge capable of measuring in tenths will show that perfs on the last two are actually 11.1. So Scott rounded the perf measurements for two of the series, but not for the half dozen or so that preceded them. Occasional rounding I'm willing to live with, but inconsistency I will complain about.
Added: Just looking at your stamp, I too think it is perf 11x10.5. But 11 and 10.5 are close enough that comparing the vertical edges of your stamp with a 741 vertical edge may be a little deceptive. Instead try comparing your vertical to the 741 horizontal. As there are more "teeth" in the horizontal direction, any difference might be more noticeable.

I still think this is perf 11x10.5 ... Scott 632.
If it really were perf 11, you would look at Scott 552 and check the reverse side for setoff (ink deposited on gum side during drying). Setoff is diagnostic of flat plate printing. 552 is flat plate, 632 rotary. But your vertical height measurement pretty much marks this stamp as a rotary press issue.
