Can't make out the middle letters, and there's no city or state to give context.

I think I see KEYSER. More of a top to the 2nd letter and definitely for the 3rd letter, to my eye.

Personally, I'm enjoying seeing the irony of a poorly inked cancel... from an ink manufacturer.
