Not much help, but this was a response to my query 2007
There is also an explanation oriented toward the collector at the
Plate Number Coil Collectors Club:

news:.
I have a lot of two types of mint precancels. The first type are stamps
like Scott 3132, 3207, 3208, 3228, that with a permit can be used at face
value for postage. I have a permit but my local post office won't accept
it, and I've given up arguing.
The second type are regular postage stamps, e.g., 1813-A, 2129-A, 2130-A,
2130-B, overprinted either with a pair of lines or a short legend, e.g.,
"Non-profit org." I think these also can be used with the ineffective
permit mentioned above.
My question is whether the regulations allow me to return these at any
post office and get the face value in current stamps?
Try
http://pe.usps.gov/text/dmm300/604.htm#wp1080451 3.2.1 Authorization to Use Precanceled Stamps
A mailer who wants to use USPS-precanceled stamps and stamped
envelopes must complete Form 3615 and file it at the post office where
mailings are to be deposited. If an applicant has a completed Form
3615 on file for other services, precanceled authorization is
annotated on the existing application. There is no fee for this
permit.
