Since these were on sale in 2012, does anybody know why Scott's does not list this version? Or at least put in a footnote. Shouldn't all the revalued IRCs have a catalog number?

International Reply Coupons and Price Change

Effective January 22, 2012, the price change affects the selling price of the International Reply Coupon (IRC). The new selling price is $2.20 per coupon. Post Offices™ and postal retail units (PRUs) should use their existing supply of $2.10 IRCs, and at the time of sale, add a 10-cent postage stamp.

Offices must follow the below procedures now that the price change went into effect on January 22, 2012. When affixing the postage stamps, leave the bottom-right corner of the IRC clear. This provides space for the foreign post that exchanges the coupon to cancel it.

If you use a 10-cent postage validation imprinter (PVI) label or postal postage meter, make sure you affix these labels only to the back of the IRC and do not cover any por­tion of the IRC's barcode.

Post Offices and PRUs must ensure that an adequate supply of 10-cent stamps are on hand. No accounting entries are required to adjust the value of IRCs in inventory. Record the sale of the additional 10-cents postage applied to the IRC as AIC 090, Postage Stock Sales, or AIC 109, Postage Validation Imprinter, on the retail associate's PS Form 1412, Daily Financial Report.

It is listed. If you check the 2018 Scott's U.S. Specialized catalog, you'll find it on page 972, catalog number IRC33. The front is shown as image type G1.

I did see that IRC33. I was pointing out the added 10c stamp to make it $2.20. There's no reference to that.

The Post Office has been revaluing them for decades on various issues by either putting stamps on them or by using various hand stamps. Scott never lists them.

You might get Scott to add a footnote to the listing just like the do for the vended postal insurance booklets(QI), noting the rate change and the effective date. Send along your documentation as this helps in proving your point.

There are footnotes regarding this on IRC29-30-31 & 32.

Handstamps actually get a catalog number, i.e., IRC16, IRC21, IRC23. It just seems Scott's is not consistent with the listings.
