The Scott Catalogue says Belgium B303 and B304 were privately trimmed and overprinted.

Who did the overprint?

Most overprint where private(local printers I presume). Mostly issued by a charity organisation.

They did have to have official permission.

The value of the stamp could not be overprinted. This so the stamp could still be normally used.

I will try to show pictures of question 2 and 3, but later.

Concerning this question, picture from the OBP.
