Throughout the Playing Card (RF) section of the 2018 Scott catalog, there is a modest (to no) premium associated with the value of a block of four of some of the stamps.

Except for RF11, which has a value for less than four times the single value.

Hope this typo doesn't inspire collectors to cut apart blocks to obtain a higher value...

Have you ever even seen a used block of four of RF11? A used block of four of any playing card stamp? Emphasis on used.

Or for that matter used multiples of any size, including used pairs?

Not uncommon. I constantly run into listings where the pair and block listings are less than the corresponding number of singles.

That's the danger of having everything stored manually. I've long been a proponent of using multiplicative factors for pairs and blocks. Then when the base single goes up, so does the corresponding multiple; they don't get lost in the shuffle.

Alas, those recommendations have fallen upon deaf ears thus far.
