This is cut square, but I do not know what kind of paper/envelope it came from. I assume it is some kind of postal stationary because it was with a bunch of stamps, but other than that I am not sure. The Eagle Seal design matches the Great Seal of the United States.

Looks like it came from a stamped envelope issued in 1982 commemorating the Great Seal.

I agree with trainwreck but the sample you have has the black area cut away. This renders the cut square almost worthless.

Not almost, completely worthless. Without the full indicia on a cut square, there is no value.
