USA Stamps And ? What?.

To all our American friends,could you please identify these stamps?. I know the 30cent Shield and Eagle one, however I was unable to identify the Black 3 cent Post Office one, is this a Fiscal stamp? I wondered if it was from the Civil War era?,however its in good condition. The last one is not from the USA, its from Latin America somewhere? ?where?? The first one Shield and Eagle is in my Stanley Gibbons World Stamps cat @140 pounds used. Its not on too good a shape however,and the last one..I just don t know. These come from my shoe box find where the guy who collected them I think had OCD and methodically put them in packets,(no writted identification though)..strange... I ve got a lot of those beautiful USA Airmail stamps which I like very much. I guess that's what makes our hobby interesting, you come across interesting stuff, I paid just $10 for the shoe box full of stamps, quite a good find. Would appreciate your opinions? Hi Revdoc,

The middle stamp is a Post Office Department stamp, Scott # O49, cat price (Scott classic specialized 2014) is $2

The last stamp is from Belgium, nicknamed an epaulette. It looks like Scott 16e, cat price $35

First stamp U.S. 10¢ yellow shield and eagle. 1869.

Middle stamp is an Official Stamp of the Post Office Department. 1873 post Civil War.

Third stamp Belgium 1863.

Only the 1st issue of Belgian stamps was known as the "Epaulette" issue. Your sad example is from the later "Medallion" issue. The King's shoulders have disappeared.
