Penny Black, Cancelled But Not With Maltese Cross

I have a Penny Black, haven't managed to work out which plate yet. Appears that http://philatelics.org/~allan/shrop/blacks/pl.html is the best way to figure it out.

Am wondering why it's not cancelled with a Maltese Cross : anyone know what's the story behind some having this other type of cancellation ?

I would suggest your "stamp" is a cutout from a 1970 commemorative issue. See picture.
