Ink Wiping On Flat Plate Stamps?

Is ink wiping something to be found on flat plate stamps, please?

This is a trick question? I do not know if ink wiping is something that is found on any stamp, but all plates are wiped for excess ink as far as I know. If a plate ( flat or rotary ) is not properly cleaned ( wiped ) you will see all sorts of garbage on the stamp, like scratches, blotches etc.

It is about a stamp I have. On the scans it is not visible, however, in natural light on the upper side of the stamp the paper is blurred with the main color of the design.
So, I wonder if a flat plate stamp can present such effect.

I think he's referring to "plate tone", which almost always indicates a rotary press stamp, almost never occurs with flat plate and is probably impossible for offset because plates don't contact stamp paper. See the following link and scroll down through the example images.
