Looks like a Scott Number 426, 3¢ Deep Violet George Washington, Perf 10, issued in 1914, Type I.
Condition is Used, Could be Fine to Very Fine, but as is Avg-Fine due to toning and perf issues. In need of a "bath" to see if the toning will go away and the crimped perfs at the upper-left can be fixed.
Scott Catalogue for VF is $1.50, F-VF is 70¢, F is 35¢.
Looks like a Perf. 11 to me, type I, which would make it a Scott 501, SCV about 40c for VF centering and sound condition. Centering on your stamp appears to be F to F-VF.
