So this is a 1981 stamp from Mozambique. It looks like they used it in 1996, and to account for inflation they just blanked out the value and stamped on a new one...
I have an original one, and the used one to show the comparison...
I searched online and couldn't find any other examples like this. But then again, there probably aren't many Mozambique collectors out there...lol

Fairly common practice. When the postal rates increase, sometime older stamps are Overprinted, as in this case. The old value is marked out and a new value is added. The old stamp now become a new stamp, with it's own catalogue number.
