Looks like it's perf. 14 at the top and bottom, and perf. 3 at the left and right?

This method of scanning originated in Eastern Lubockia in the year of our Lord 2013. Looked upon with admiration at first it quickly fell out of favor after the Lubockian civil war.

I've seen so many "smart" TVs showing things at the wrong aspect ratio that I'm convinced that some people just can't tell the difference.
