As a new collector, I'm trying to understand how some of the US Scott catalog listings work.
Specifically (I use the 2107 pocket catalog), if you look at stamp 169 (3¢ Washington blue green) it shows an unused value of $23,500. But nothing for a used value. Does this mean its not worth anything used? Or you can't find this stamp used?

Sc 169 used none known. Unique on cover.

Often times the dash means that the stamp has not traded/priced often enough to be given a price.

Scott states "While the use of nos. 167-177 for postage was legal, actual use was almost non existent."

I do not know what your catalog says about this whole set of stamps, but the Scott Specialized calls these stamps a special printing.
They were issued without gum and not really intended to be used. Hence no price for a used copy

I copied my comment from this very similar post from last June, seen here.

The Special printings were NOT available at the local post office.
