I have went through the entire stampworld catalogue of japan and all its separate entities without finding this one in particular. Anyone familiar with this stamp?
Helpful hints: The sun with twelve triangular rays seen on your stamp is a symbol of Nationalist China (Republic of China, ROC), on the mainland from 1912 to 1949 and on Taiwan thereafter. The heraldic emblem seen on Japanese stamps is the Imperial Chrysanthemum with 16 petals. (The Japanese Rising Sun flag similarly has 16 rays.)
