Could have been used as a revenue. Happened a lot in Great Britain,

Opinion: that could be a rubber stamp signature, either way,
as Peter suggested, it is a "Commercial Overprint" on a stamp used as a revenue.

From the texture and color, the signature looks like indelible pencil. I believe indelible pencil was used frequently on security documents many years ago.

I think you are right Bob,
I have seen rubber stamp signatures on GB in violet,
but the extreme flourish on the "Y" of the signature, was suspect.

This looks like a normal revenue usage.

It was probably on a receipt with something like "Paid" or "Received with thanks" written next to the signature of the tradesman.

This 2d duty ended shortly before decimalisation.
