I have a Pink Rose blue MDI booklet, Item number: 3610X of 2 panes of 15 stamps with a label on each pane. I was told that the labels have a bullseye (what does that mean?) in position 13 and 14. What is a liner a or liner b type? One pane seems to inverse (upside down) and the other pane is right side up. Seems that this is 2492b?

The bullseye is a die cut pattern (some concentric circles with some diagonal dashes in the corners) in the black Time To Reorder label. The Reorder label can appear in positions 11, 12, 13, or 14. On the top pane (or in a book of 15) If you see the label in the window at the left it is 11, at the right it is 12. If it doesn't show in the window it is 13 or 14 (yours is 14).
The liner type refers to the orientation of the Self-Adhesive*Do Not Wet writing on the stamp side of the liner (parts of it are exposed at the folds of the panes where the peel strip have been removed. Rightside up is type A, upside down is type B. (on the 2492a panes of 20 you determine the liner type by backlighting the pane and looking thru the stamps)
For the books of 30, normal or inverted refer to the orientation of the Reorder label on the second pane (yours is inverted).
I specialize in these MDI booklets (both as a collector and seller).

Here is a link to a site with some amazing checklists, one of them being the 32 cent rose issues. This should also help with identification. The checklist you want in under the image of the yellow rose stamp.

Eyeonwall, there are actually two different looking panes. Image 3 shows the cover being right side up when looking at the label for one of the panes. Image 4 shows the cover being upside down when looking at the label. So I take it, one of the panes is inverted and the other is not. I take it that with the booklet being sealed, it would be impossible to determine is the liner is A or B. The position of the label I see with image 3 is 13. The image 4 shows position 14. And the labels are both bulleyed?

So is this booklet BK178C?

Iamge 3 is the top pane and is almost always rightside up (aka "normal") pos 13. I can't see it well enough to tell if it is bullseyed, but I'm sure it is. Image 4 is the bottom pane, inverted pos 14 with bullseye. BK178C. Back cover Item No. 3610X. Also known No. 3610 without the X and #3610X. I have one just like yours retailed priced at $17.50.

Only the No. 3610 cover are known with a no bullseye top pane and bullseye bottom pane.
