R135 2 Cent Revenue (Worn Out?)

To me this just looks like a worn out R135. Could be some double transfer, could be that it was soaked too long when removed from whatever document or it could be just a crappy scan.
Put it under a microscope (a cheap microscope), it appears worn. But it appears consistent.

What do you all think?
